If you do a FULL dump and load it is pretty simple and seamless. I renamed my old repo root, did dumps. Created new repo root, created the repos with svnadmin create and loaded them from the dumps.

Just make sure you set aside a day or so to do it, it ain't fast!

You can do a dump and pipe it to a load also. So yes.
