svnserve dies during checkout of large wc

At a client site, we have svnserve 1.6.2 running on windows xp.

We have a ridiculously large working copy (~9.5 GB) with a ridiculous
number of of file externals defined (>4000). (This repo was built from
a VSS and we are trying to use file externals as a simple way to bridge
the uses of file "sharing" as we convert from VSS to SVN).

svn co seems to work in two phases: the first appears to build the wc
with the files in the repo, the second phase appears to pull down the
externals. At some point during the "second phase" svnserve just quits
with nothing obvious or special in the log and the checkout starts
reporting "connection refused" over and over. If we restart svnserve
quickly enough, the checkout will pick up fixing up the externals again.

Any insights? We will probably try setting up apache tomorrow, is that
likely to work? I've been trying to get this customer to move off of
VSS for about 3 years and this is significantly hurting the probability
of SVN being adopted there.
