I don't know if there is such an option, but you could create a
wrapper script to do this. I only have a half dozen repositories, but
I have a wrapper script I use when I want to create new repositories,
which calls svnadmin create, removes the conf and hooks directories
and replaces them with symlinks to my global conf and hooks, and
chowns everything to the right user for apache.
