Well, the importer tool uses the pvcs cli to get the files from the
repository. It creates an svn dump file as it pulls the files. It
doesn't natively touch the pvcs repository files. (Which is a good
thing)

Either than or find a machine that does have it installed and run the
exporter on that.

Also, you might want to config it to NOT load the dump file after it is
done. You can just do the load yourself if the dump is successful. I
loaded to a test repo just to make sure I knew what it was doing.
