I saw that thread. I don't believe that is the case, here. I am using an ID with full access, everywhere, and there are only two groups of revs where I encounter this issue, within the same 'sphere' of a single permissions directive.

Additionally, I was able to get svn-sync working again, using the following means:

1. hotcopying the original repo (for transfer from one server to another)
2. unpacking the hotcopy into its own repo
3. dumping the hotcopied repo into a dump file
4. loading the dump file into a newly created repo

And then svnsync against the newly loaded repo works without errors.

Note: The 'obvious' change in what was mentioned above (for me) is that the svnsync operation that works is using only 1.5.6 and repos touched by 1.5.6 tools. There could be a number of other things that could be happening, in the hotcopy, the dump, or the load...

The question that I need to ask now is:
Are there any "gotcha's" with the way I was able to produce a working repo that could be replicated?
