I possibly should also say that after I closed the popup, the TortoiseSVN window was still alive and had the error message displayed in it (which I would guess means TortoiseSVN caught the SVN exception?).

I did notice that, but the pop-up box he mentions most probably refers to the TortoiseSVN mailing list, not the SVN mailing list:

Without knowing that particular file, I'm assuming that the TortoiseSVN devs will have a better understanding of how Tortoise uses the SVN libraries than users on the SVN mailing list, and will thus be better positioned to help out wrt resolving that particular issue. Feel free to correct me if I'm wrong though.

The error reported comes from the Subversion libraries.
