svnsync not keeping certificates

Hello:

When I run svnsync, it asks me to accept the certificate
for the repository. I tell it to keep it permanently,
but it still asks every time.

I believe this is happening because I set the
repository to apache as the owner and group
and all files to mode 700. I ran the svnsync as
root so I thought it should be able to store the
certificate.

Do I need to run svnsync as the apache user for it
to keep the cert?

I tried this command:

su apache -c "/usr/bin/svnsync sync
https://svn2.jammconsulting.com/svn/MyProject"

But I get this message from the su command:
This account is currently not available.

I am guessing this happens because the apache account
is set with no password and a nologin shell for security.

How can I run svnsync as apache?
