Yes. And the prompt itself even says how it can be done :)

It says:

   You can avoid future appearances of this warning by setting the value
   of the 'store-plaintext-passwords' option to either 'yes' or 'no' in
   '/home/user/.subversion/servers'.

And of course, you can also set this option in /etc/subversion/config,
to provide a default for all users.
