what's mater with error code 'SSL error: sslv3 alert handshake failure'

My environment: svn:1.5
     apache:2.2
     openssl_0_9_8j: win32 version
     myeclipse with plugin: subversion 1.1.9.02

It appears:
   Browser like IE, Firefox can browser the svn. but chrome can't
   myeclipse can't access the svn repo. when create a directory of svn it
return 'SSL error: sslv3 alert handshake failure'

what's the problem?
can tell me the reason? or discuss it about the possible reason of the
problem. how to resolve it.
