True enough. You could argue that there's a chance the only thing the user might need to shred could be svn working copies, but it would be a weak argument.
Given that any user wanting this feature probably does have a secure deletion program, it might even be sufficient to allow that to be used as an optional plug-in to handle deletes. Then (at the risk of performance loss) you would gain flexibility (such as if you wanted to do deletion logging or something unusual) and not require Subversion to actually implement the shredding itself.
