First of all, this is more gentoo specific that subversion specific.

subversion uses apr-util during its compilation, and the version that
you have installed does not include support for berkdb, which
subversion uses when you have the berkdb flag enabled for it.

You portage tree is very old. Subversion 1.4.6 is now 2 major
releases out of date, and apr-util 1.2.10 is very old as well.
I would advise running an emerge --sync, then trying again to install
subversion. You will likely need to update apr-util as well.
