The repository has new features. svn 1.6.x can work with the old
repository, but it won't be able to use those features. (For the list
of what they are, see the release notes online.) If you want to use
them, you need to upgrade the repository: but then 1.4 version tools
won't be able to work with it. (I believe 1.4 client side tools will
still be fine, as long as they are working with a 1.4 working copy, but
check online.)
