You can add them to the httpd.conf directly or tou can use the
/usr/local/apahce2/conf/extra directory to put your configuration file.
Then you add a line like
Include conf/extra/subversion.conf
in the httpd.conf file

Should I leave my access rights file(s) under /var/www/ or should they be
moved as well?
# cat /var/www/testA-access.conf
# Subversion authorization file
[/]
# Read-only group members
jmmiller = r
# Read-write group members
pmoss = rw
