the file db/locks could be deleted?

There is a error,When I run svnsync sync. The error info is
"svnsync: Server sent unexpected return value (423 Locked) in response to
PUT request".
I try to deleted the file db/locks of destination repos. It's ok. The error
is disappeared. But I'm worried about if I deleted the file db/locks. The
will be another error.
The file db/locks could be deleted? What is the function of the file?
Can you answer me please?
