Depending on your definition of "better", it's a fact that under ideal
circumstances on both systems, SVN is faster on Linux than Windows.
This is due to a number of issues with windows for which the Svn
program needs to compensate by waiting (ie wait for time to go by and
retry).

If you want a more specific answer, I'm affraid you'll have to post a
more specific request.
