Disabling default ignores.

Hi all.

    I'd like to completely disable svn ignores. I've tried setting
global-ignores to the empty string in all my config files, I've tried
calling svn with --no-ignore, I've made sure my svn:ignore property is
not set, anywhere. Yet, svn status still returns "I" for files with a ~
at the end. I need it to treat these files just like any other files,
and I have absolutely no need for the ignores feature.

   Any ideas?
