He was really asking 2 things:
1) Proper method of deleting a repository
2) Removing that repository from the TSVN history (see screenshots)

I think there was confusion because even though the repository was
deleted, it remained in TSVN's URL history, so one might reach a
conclusion that it wasn't really deleted.
