Collabnet SVN clients and ra_serf/ra_neon

I noticed the Collabnet SVN clients include support for both the ra_serf
and ra_neon modules.

Since both modules handle the http/https protocols, I'm wondering why the
client needs/wants to include both modules?

And... is there a way to choose which module the client uses?
