Expected FS format between '1' and '3'; found format '4'

I just upgraded our clients and servers to 1.6, and I'm now getting this
error on our working copies. I assume I screwed something up in the
upgrade, but not sure what else I can do? Any ideas?

$ svn ci -m "commit message"
svn: Commit failed (details follow):
svn: Expected FS format between '1' and '3'; found format '4'
$ svn up
svn: Expected FS format between '1' and '3'; found format '4'
