svn move/del hangs on unversiond directories

When I do a svn move or del in a wc the process will hang for about 10 seconds for every unversioned directory.

steps:
- svn co https://... wc
- cd wc & svn list
foo
- md foo\test
- svn del foo

svn will hang for 10 sec - if I leave out the 'md' step the process will not hang.

I am using the binaries from tigris:
http://subversion.tigris.org/files/documents/15/45230/svn-win32-1.5.6.zip

Is this a known bug?
