permission denied error

I have installed 1.5.6 on a different machine with CentOS 4.6. I have installed it exactly the same way I have done on the past on other machines and it works correctly on those, but I cannot figure out why I am getting the following error:

Create 'Create Folder' folder failed.
svn: Can't open file '/usr/local/svn/repos/test/db/txn-current-lock': Permission denied
svn: MKACTIVITY of '/svn/test/!svn/act/7a78ebda-1f01-0010-9fff-c178c25f991d': 500 Internal Server Error (http://cvs.zilliontv.dev)svn: : (apr_err=204900)

I have checked all of the permissions on the file system and even made every folder readable/writeable/executable by all and I still get this error.

I am very perplexed on this one. Any ideas?
