permission denied error

I have installed 1.5.6 on a machine with CentOS 4.6 and I created a "svn" user/group and added it to the "apache" group. I am able to browse the repo in the repo listing but I cannot commit any changes. I have installed it exactly the same way I have done on the past on other machines and it works correctly on those, but I cannot figure out why I am getting the following error:
Create 'Create Folder' folder failed.
I have checked all of the permissions on the file system and even made every folder readable/writeable/executable by all users/groups for the entire repos directory and sub-directories and I still get this error.
I am very perplexed on this one. I looked on the Web for other people with a similar problem and all of the suggestions for fixing it are things that I am already doing, such as creating the "svn" user. I am at a lost. Any ideas on how I might fix it?
