svnsync fails: base checksum mismatch

There is a fair amount of info on WC problems out there, due to "base
checksum mismatch", but I have a slightly different issue.

svnsync has started to fail to previously working mirrors.
I get an error:

svnsync sync svn+ssh://<my_mirror_repos>
Transmitting file data ......
svnsync: Base checksum mismatch on
   expected: 6137f22a15fc6eeec0997f11d8dc2c32
     actual: c82cafb5ac8ff1838ea9b45afc557d8b

The problem appears to be on the master repos, not the mirrors.
As an experiment, I restored the mirrors from backup to an earlier rev,
and ran a sync.
All runs fine, up until it hits the problematic revision ... then it
throws this error again.

I can checkout this revision from the master, and the next revision, and
the master is apparently working fine (team is still committing to it).
But the mirrors are drifting farther away from the master ... not good.

svnadmin verify does not report any issues.
svnadmin recover does not change anything.

I am at a loss. Any idea how I can fix this?
