dump and reload saving locks?

I have a couple of large repositories that I would like to perform
a dump/reload on to make sure they have been completely
upgraded (sharding, etc.). However, they have a large number
of files that have locks and it would be impractical to get all
lock owners to release their locks.
(160G of data, 100k files, 60k revisions, 3k users, 5k+ locks...)

Anyone know if it is safe to just copy the db/locks directory from
the old repo to the new one after the svnadmin load?
