non-recursive svn:externals?

I would like to make an svn:externals link to just the top-level of a folder. (The folder in question has tons of subdirectories that aren't necessary and take ages to download.)

From the command-line, we can specify the -N option to stop svn from recursing into subdirectories. Is such a thing possible for svn:externals?
