Updating time stamps

A few users want to have the commit time as the file change date. I've
tried setting the 'use-commit-times" option and if I delete a few
files and then do a "svn up" then the files get the commit date.

But I can't figure out if there is a way to update the file dates
without actually deleting the files and then checking them out again.
"svn up" doesn't seem to work.
