To "access" in what way? Have you looked a Visual SVN server? It
provides a UI to create/view/manage your repositories.

I was wondering if there are any programs or scripts (preferably windows
based... sorry) that can search through the drives on a server and at
least generate a list of if not present a nice UI to access all of the
Subversion repositories on the system?
