IMHO,

once it has identified a folder that is not under SCM, it should just tell
you the name of that folder.

so, while I am not a developer of Subversion, I think this is F.A.D. maybe
F.A.I.S.H.B.D.B.I.W.N.D. and not F.A.B.D. or even N.D.B.F.A.I.
