Revision Problem

hello,
server OS:fedora core6
client os:windows
client tool:tortoise svn 1.5.6

I have to re-arrange my current repository directory structure.I created a
new folder via repository browser and move all the required folders(drag and
drop) to new folder from repository browser.I changed all the authorization
in the file with new path .
e.g
old path repos:/trunk/folder1
new path :repos:/trunk/folder2/folder1

I change my current working folder path with svn->switch.now as an
administrator having rw access to repos:/ I tried to view log and find that
no log exist there.I checked the revision graph and find old location as
previous revision and its log exist there.
but as developers have access/authorization to new folder only they are
unable to vew old log.

1-I want to know how can I merge revisions log, so that developers can view
there old logs as well?

2-what is the best way to move folder from one directory to other
directory.specially with tortoisesvn?
