It depends: if he's using svnserve then he'll be fine. If he's using
apache then the first ten developers will see it work fine, developer
number 11 will not have too good a time though J

 

Running it on XP will be ok, and I imagine he's using it as it's a
cheaper option than running w2003 Server. In such circumstances, I find
that Linux is an even more affordable option than using XP. I doubt the
hardware is an issue, modern workstations are more powerful than servers
were just a couple of years ago.
