Probably, yes. This is where subversion stores the information about
which revisions have been merged back into the root of trunk. Without
it, there's no way of knowing where the merged changes came from.

The reason it's okay to delete mergeinfo from sub-files and -folders is
because usually that stuff is a duplicate of the mergeinfo on root.
