Access control ghelp with svn 1.5.4

All;
  I have been reading through ther mailing list and according to the release notes and the email list I should be able to use directory based rw with srvserve. My access file looks like this:
 [/]
* = r
[/branches/test]
me = rw

But I can't write to the branch directory. If I change the [/] then I can write every where, so I know the file is being read but the branch part is not taking effect.

I am using 1.5.4 on Rhel 5.
