Collateral svn:mergeinfo on files and directories

Hi,

Subversion client: 1.5.5 via TSVN 1.5.6
Subversion server: 1.5.1

We're experiencing issues with collateral svn:mergeinfo
properties on files and directories that are not changed
or affected by a merge. Is this svn:mergeinfo valid and
required or can we purge it from our repositories?

Under what conditions are svn:mergeinfo properies valid
on individual files? (e.g. can we remove these properties
as long as the root directory contains correct merge info)

Should we get svn:mergeinfo properties on sub directories
if we don't work with switched sub-trees?

Please note that the repository has experienced clients
from 1.5.0 and up so we may have residual svn:mergeinfo
properties from when this system was less than perfect.
