The problem is not with C++ itself, the problem
is you have to have svnversion in your PATH.

Official releases and official debug checkouts
between releases will have the SDL_revision.h file,
but the idea is that everybody can checkout SDL
and when there is a bug, he can directly tell,
okay this was version xxxxxx i used.
