Does svnsync transfer only deltas?

I'm trying to conserve as much WAN bandwidth as possible in our multi-site
SVN setup. I know that using svn dump/load with --incremental and --deltas
will result in the smallest amount of traffic transferred, but how about
"svnsync sync"? Does it only transfer deltas from the previously synced
revision?
