RE: How can I set a file to be locked for check in, and R\W for check out?

So here is another catch.

From time to time, there is a reason to change the file and submit
changes.

So pre-commit can be a little to much....

Any other way ?

Implement a pre-commit hook which blocks all the commits to this file.
