CollabNet SourceForge is a 100% web-based solution for managing Software
Development Projects, Process and improving Collaboration, not just
Issue Tracking like JIRA.

I really don't fell there is one solution that fits all; you may think
of developing some customization on top of some tools like JIRA

        SourceForge used to be free. Now they charge for it.

if it still is, but you can't even download it to try it out.

        They are worth looking into. I downloaded SourceForge last year
