You can try CollabNet SourceForge Enterprise for Free for 30 days on a
VMWare Image for up to 25 users. After that it is $4,995 for 25 users,
per year, and that comes with basic support.

SourceForge used to be free. Now they charge for it.

Collabnet Enterprise Edition also used to be free. I'm not sure if it
still is, but you can't even download it to try it out.

They are worth looking into. I downloaded SourceForge last year and
test drove it. I was impressed.
