Semantics of dump file Node-action change/replace

I'm writing a utility to produce a Subversion dump file from a different
repository technology to assist in our company's migration effort.

The dump file format and structure is explained pretty well at various
locations, but I'm having trouble understanding when and where I should use
"replace" vs. "change" in the Node-action header.

When content is changing, I have typically been using "change" and listing
out the node properties and new content, and "replace" only when copying a
node (with or without content) over an existing node.

Is this the appropriate usage?

Could I, for example, use "change" with a Copy-from-path and Copy-from-rev
when the Node-path already exists, or "replace" with new content? Would
that be valid?

Thanks in advance for sharing your knowledge and experience. I just want
some validation that I'm making the correct decisions, or to be corrected if
I'm not.
