subversion config

Hi, I'm finding that my users are making "unsanctioned" changes to
their Subversion config file and getting unpredictable results. Is
there a way to dump the active Subversion config settings for a
particular command? They may have a config file in /etc/subversion or
~/.subversion or be using the --config-dir option in an alias etc...

so if i'd like something close to

Unix> svn status --dump-config

which will drop the config settings in a file in the current directory
