"Best" is very subjective, so I recommend looking through the list at
Version Tracker:

Personally, I most often use the command line, although I may switch
to SmartSVN for tracking a complicated branch history. I see that they
just came out with a new 5.0 release:

They have a free "basic" version and a paid-for version with
additional features.
