If I get it as a cc and I'm not on the list then I really don't care, if
I'm on the list then if the mail is _to_ the list then it will be either
to it or cc'd to the list, if the mail is not _to_ the list then I doubt
that I'd want to filter it as if it was.
If people bcc mailing list mail then either their brains are broken or
they're exposing information that they shouldn't, but if that's a common
eventuality in your universe its trivial to add an OR rule. Either way
filtering it would be pointless for me.
