Reorganising repository

Hi,

 

I want to reorgnaise our subversion repository, but have a few questions
about it.

 

1) Currently, it is a 1.4 repository, but I want to upgrade it to
1.5. Should I do this first and separately from the repo reorganisation?

 

2) I want to use the suggested repository layout of Project/trunk,
Project/branches, Project/tags and am wondering if it is better to use
svn mv or svnadmin dump/load?

 

For (2) is one way better than the other? I presume they both retain
history. Any opinions on a recommended way to go about this is much
appreciated.
