Yes, it is.

The problem started showing up when one if the clients did an upgrade to
version 1.5.1. I didn't want to downgrade the client, because I know
there will be other clients upgrading which I don't control, so I hoped
that upgrading the server would have fixed the problem, but it didn't. I
can perform some tests or do some debugging if you want, but we can
reproduce it perfectly by running the 'svn status -uq' command on the
client. The same command was used by the 1.4.6 client on the same
server, without any problem more then thousand times.
