FWIW the Windows file association for Python here reads

"E:\prg\dev\python25\python.exe" "%1" %*

Likewise for Perl:

"E:\prg\dev\perl\bin\perl.exe" "%1" %*

I guess that's what the installers have put into. PHP CL varies it a
bit in leaving the final placeholder for parameters out, but I can't
remember ever having run a PHP script from the commandline.
