'svn log' different from 'svn log -rHEAD:1'

After I commit a change to one of the files in the repository and run
the 'svn log' command, the change doesn't appear in the list. If I run
'svn log -rHEAD:1', it does output the change.

I'm using CruiseControl for CI, which uses 'svn log' to detect svn
changes, so I would like to know why 'svn log' is not detecting these
updates.
