relocating with svn proxy enabled

we are using the svnproxy feature.

we have 2 developer teams so in case the proxy is down the teams would
like to work on the master server directly =>

svn switch --relocate svn_masterurl

however this does not work as both repositories have different uuids.

so should the uuid be the same on both repositories right from the
beginning or will this result in other problems?
