This question has been asked quite often, and I am not sure if
the answer has been added to some Subversion FAQs:

Subversion uses a completely different mechanism for tags and
branches than CVS does. This is done by simple (and "cheap")
copies and *not* by attributes which are added to the file
on trunk.

Subversion is *not* an new version of CVS but instead a new
product which has some similarities with CVS.
