question about authz setting

Dear all:
I have the same problem as below link shows,

I have one question:

harry = rw

Does above mean harry have the right to read/write root repository?
When I use harry to see the log, the svnserver tells me harry has no
authorization.
But it will be ok after adding *=r.

why should we add * = r like

[/]
* = r
harry = rw
