after deleting an svn externals and adding something with the same name conflict occurs

Here's what happened:
1) add in an svn:externals, call it 'lib/rev_trunk'
2) remove the svn:externals link, add in a hard copy of the same code
in lib/rev_trunk
3) run svn up on a different repo:

svn: Failed to add directory 'lib/rev_trunk': object of the same name
already exists

It seems to not delete the old files when an svn:externals occurs.
This is unexpected.
Thoughts?
